Craig Schaum, admitted to New York; Education, Drew University (B.A.); Benjamin Cardozo School of Law (J.D.), honors. In Mr. Schaum’s health care practice, he has written numerous opinions and lectures regularly, on such topics as the Stark Law, Anti-Kickback Statute, HIPAA, among other issues to the medical community. Mr. Schaum is an advisor to numerous medical staff and specialty societies in the State of New York, including Northwell Health-LIJ Staff Society, and the Hematology & Oncology Society of New York and is frequently consulted on sophisticated matters concerning inter-professional relationships and structures.

As an accredited CME Instructor, Mr. Schaum is well versed in the issues that arise in the daily practice of medicine and regularly lectures on topics relevant to the medical community.

In Mr. Schaum’s real estate background, as a principal of a mortgage bank licensed in the states of New Jersey, Pennsylvania, North Carolina, South Carolina, and Tennessee, specializing in the secondary mortgage market and has an invaluable knowledge of the real estate industry.  As a registered New York City Lobbyist, he acted as the principal lobbyist for the American Council of Engineering Companies of New York.  Mr. Schaum is profiled as a Top Executive in CondeNast Portfolio.

Martin Schaum, admitted to New York & Florida bars. Education: City College (A.B.) and Harvard Law School (L.L.B.). Public Service: Counsel, New York State Senate Committee on Codes and Insurance. Advisory member of the NYS Assembly Committee on tort reform; Mr. Schaum was at the forefront of the implementation of IPAs in the State of New York, forming the majority of these entities in the metropolitan area hospitals and reforming the IPA laws in the mid 90’s.

Mr. Schaum has acted as Counsel to the Senate Codes Committee and served on a Special Assembly Committee relating to liability insurance issues. He has also participated in the drafting of legislation affecting professional liability and disciplinary proceedings.

Mr. Schaum has represented the New York Association of Consulting Engineers and the New York State Association of Architects. Mr. Schaum is an honorary member of the American Institute of Architects.  Mr. Schaum is licensed to practice law in New York and Florida.

Independent Practice Association Formation

Schaum Law has formed the Independent Practice Associations at many hospitals in the Greater Metropolitan Area including Mt. Sinai; New York Hospital; NYU; Cabrini; Beekman; LIJ; North Shore; Brookhaven; New York Hospital Queens. The firm has also represented the Staff Societies at most of the hospitals described.

The firm has also assisted in forming a State funded HMO and acted as counsel to one of the first created PPOs and has been retained as private counsel by ranking officials of the New York State Department of Health and HHS.

Licensure Protection

Our firm represents health care professionals of all specialties before the various governing bodies of Medicaid and Medicare, including audits, fraud (civil and criminal), over-utilization and sanction, and exclusion proceedings involving claims of both fiscal and quality of care issues where the experience and expertise of our attorneys are of substantial advantage to our clients.

We represent our professional clients before Centers for Medicare and Medicaid Services (CMS) authorities regarding Medicare, the NYS Department of Social Services, Medicaid, the NYS Dept. of Health’s Bureau of Prescription Control, OPD, OPMC, the Department of Education Professional Licensing Divisions in addition to various other agencies and peer review organizations.
